Pada hari ini, 28 Mei 2001, sekitar 80 orang yang terdiri dari Masyarkat Siberut, Pemuda Mentawai, Mahasiswa Universitas Negeri Padang, melakukan aksi ke Universitas Andalas, yang kemudian ketika aksi itu berlangsung puluhan orang mahasiswa UNAND juga ikut bergabung dalam aksi Solidaritas Mentawai ini.

Aksi ini dimulai jam 10:00 didepan Gedung Rektorat Unand, orasi yang dilakukan lebih ditujukan untuk menghantam Moral, hati Nurani dapari para intelektual  atau Petinggi Unand yang tergabung dalam Koperasi Andalas Madani. Orasi ini dilakukan oleh 4 orang dari Masyarkat Siberut, yang didampingi oleh Mahasiswa Mentawai dan juga Mahasiswa dari Universitas Negeri Padang (UNP).

Setelah 1 jam aksi ini berlangsung, ternyata Rektor Unand, yang juga menjabat sebagai ketua Koperasi Andalas madani (Marlis Rahman) tidak juga turun, kemudian 3 orang dari peserta aksi di utus untuk menjemput ke Ruangannya, tapi ternyata Rektor tidak ada, kemudian utusan ini kembali bergabung dan memberitahukan pada massa, yang kemudian disambut yel…yel.. Pengecut  dan lain sebagainya. Kemudian setelah itu ada informasi bahwa wakil ketua Koperasi ANDALAS MADANI yang juga dosen di UNAND bernama Musliar Kasim  ada di Rektorat. Dan ahirnya massa menyuruhnya turun dan berdialog dengan peserta aksi. Karena juga tidak mau turun, ahirnya Massa digiring ke dalam, yang kemudian dihadang oleh Satpam, saat berdialog dengan Satpam massa ternyata masih menghormati aturan main di UNAND, ahirnya Satpam naik untuk memberitahukan kepada Musliar untuk turun.

Setelah 20 Menit menunggu di lantai 1, gedung rekotorat barulah ada kabar bahwa Musliar  yang didampingi Pembantu Rektor  (Firman Hasan, SH,LLM), kemudian massa keluar lagi dari gedung dan menunggu Musliar dan Firman Hasan  di luar (depan gedung Rektorat).

Ahirnya Musliar dan Firman menemui peserta aksi, yang kemudian berlangsung dialog singkat, yang dimulai oleh Firman Hasan. Firman Hasan mengatakan bahwa ini adalah areal kampus yang tentunya ada etika, jadi diharapkan tidak ada pelecehan dan caci maki terhadap siapapun, namun hal itu langsung dijawab oleh seorang peserta aksi dari Siberut Utara, dia menjawab singkat saja, kami tahu itu, tapi Bapak- bapak juga harus tahu bahwa di Siberut itu juga adalah Manusia, Masyarakat Adat, yang punya etika, tapi UNAND tidak menghargai itu dan tanpa permisi sudah mencaplok tanah adat kami  dan menurunkan alat berat, jadi jelasnya UNAND lebih tidak punya etika, dan moral dalam hal ini.

Melihat dialog itu, seorang peserta aksi muncul dan berbicara bahwa kita datang disini bukan untuk dialog etika, dan hukum, dan bukan pula kami datang disini untuk diceramahi tentang hukum dan etika, Masyarakat Adat lebih punya etika dan hukum.

Kemudian dialog itu tidak dilanjutakan dan Musliar ahirnya bicara, tapi sebelum ia melanjutakan pembicaraanya, serang anggota Masyarakat Siberut bernama Selester Sagurujuw maju dan langsung menjabat tangan Musliar Kasim, dan ia berkata, kami memang hanya beberapa orang dari Siberut yang datang, tapi walaupun kami sedikit  kami juga membawa lebih dari seratus suara masyarakat untuk menolak HPHA Bapak-bapak, katanya sambil menyerahkan beberapa surat penolakan masyarakat siberut terhadap HPHA itu,  (Surat dari Masy, Desa Maileppet, Desa Madobak, Puro, dan juga dari Masyarakat dari Siberut Utara).

Musliar tidak banyak bicara, tapi dia hanya minta dialog lagi dengan mendatangkan masyarakat dari Siberut, dan juga Pemuda Mentawai dan mahasiswa dengan menjelaskan duduk persoalan di Siberut. Dialog  itu rencanya akan diadakan di kampus Unand pada hari Sabtu 2 juni yang akan datang, ahirnya peserta aksi menyetujuinya.

Dan peserta aksi turun dari areal itu dan munuju bundaran tempat Bus Kampus berhenti tempat menurunkan dan naiknya mahasiswa, yang kemudian menempelkan Poster dan spanduk yang dibawa disekitar arela itu.

Kemudian peserta langsung stop bis dan pulang dan berkumpul di Sekretariat Walhi.

Sesampainya di Walhi  terjadi diskusi untuk menyikapai dialog pada hari sabtu yang akan datang sesuai hasil dialog saat aksi tadi. Pada diskusi ini muncul beberapa ide-ide dan juga kekhawatiran- Kekhawatiran, namun ahirnya disepakati  kita akan datang  bersama masyarakat Siberut yang juga akan bertambah (datang dari Siberut) pada hari Jumat, yang juga akan membawa beberapa surat penolakan masyarakat. Namun walau demikian, disepakati juga bahwa nantinya sampai disana kita tidak akan dialog tapi hanya menyerahkan surat penolakan itu dengan alasan, kita tidak diberi mandat untuk berdialog dengan HPHA UNAND, tapi yang jelas Kita hanya menuntut agar Koperasi Andalas Madani Buat Surat rekomendasi pencabutan SK HPHA – Nya dengan dasar surat penolakan masyarakat.

Demikian Perkembangan yang terjadi sampai saat ini, sebagai lanjutan aksi pembakaran Base Camp HPHA UNAND ini. Perkembangan berikutnya akan kami informasikan kembali.
 
 

Sehubungan dengan dikeluarkannya izin HPHA Koperasi Andalas Madani, milik Universitas Andalas Padang sesuai SK Menteri Kehutanan dan Perkebunan – RI Nomor : 105/Kpts-II/2001 tanggal 15 Maret 2001, dengan luas 49,650 Ha di Pulau Siberut. Dengan ini kami yang tergabung dalam Aksi Solidaritas Mentawai menyampaikan beberapa hal sebagai berikut :

1. HPHA milik Koperasi Andalas Madani yang bermitra dengan PT. Sinar Minang Sejahtera, pada awalnya adalah merupakan program Land Grant College (LGC) untuk keperluan pendidikan, penelitian, dan pengembangan sumber daya manusia (SDM).

2. Proses dikeluarkannya izin HPHA Koperasi Andalas Madani LGC melalui pembahasan ANDAL ternyata telah terjadi dengan cara-cara yang tidak transparan.

3. Kalangan LSM  juga telah melakukan beberapa kali penolakan terhadap HPHA UNAND, baik melalui Surat tertulis, dalam diskusi dengan Pihak Koperasi Andalas Madani maupun dalam bentuk statemen di Media Pers.

4. Kenyataan menunjukkan bahwa program ini telah ditolak oleh Masyarakat Siberut, sejak  pihak Koperasi Andalas Madani turun ke Siberut dalam rangka sosialisasi, dan aksi penolakan itu berlanjut pada terjadinya pembakaran base camp HPHA UNAND oleh Masyarakat, bersamaan dengan turunnya alat berat di Subeleng pada hari  Senin 21 Mei 2001 yang lalu

5. Disamping penolakan Masyarakat  kalangan LSM  juga telah melakukan beberapa kali penolakan terhadap HPHA UNAND baik melalaui Surat tertulis, dalam diskusi dengan Pihak Koperasi Andalas Madani maupun dalam bentuk statemen di Media Pers

Sehubungan dengan hal tersebut di atas, maka kami menyatakan sikap sebagai berikut :

1. Agar Universitas Andalas dalam hal ini Koperasi Andalas Madani yang telah mengantonig izin HPHA  (SK Menhutbun 105/kpts-II/2001), untuk segera menghentikan segala kegiatan di Siberut.
2. Agar  Koperasi Andalas Madani  segera membuat surat rekomendasi pencabuatan SK Menhutbun no. 105/ kpts-II/ 2001, kepada Menteri Kehutanan dan Perkebunan Republik Indonesia.
3. Meminta agar Pemda Sumatera Barat dan Pemda Kabupaten Kepulauan Mentawai khusunya pihak Keamanan dalam  upaya penyelesaian kasus di Subeleng, harus melihat latar belakang mengapa pembakaran itu terjadi, bukan mencari-cari kambing hitam dan lain sebagainya.

Demikianlah surat pernyataan sikap ini, atas perhatiannya kami ucapkan terima kasih.

Demonstration by the Siberut Community, Mentawai Youth, University Students,
Students and NGOs at Andalas University.

On May 28 2001, approximately 80 people consisting of members of the Siberut community, the Youth of Mentawai and University Students from Padang State University engaged in an action at Andalas University. Having commenced, dozens of Andalas students joined in this Mentawai Solidarity action.

It began at 10am in front of the Rektorat building in order to strike at the morals, the conscience of the intellectuals or those in high places at Andalas who are part of the Andalas Madani Cooperative. This oration was carried out by 4 people from Siberut accompanied by Mentawai university students and also students from Padang State University.

After one hour it was clear that the Head of Andalas, who also occupies a position as the chairperson of the Andalas Madani Cooperative (Marlis Rahman) had not come down. Then 3 members of the group were delegated with the task of going to meet him in his room, but it appeared that the Rektor was not there. Then the delegation returned and informed those gathered who greeted this with yells of "coward" and such like. After this came some info that the deputy chairperson of AMC who is also a lecturer at Andalas, Musliar Kasim, was at the office of the University Head. The crowd demanded that he come out and talk with them. Because he did not want to do this eventually the crowd was driven inside where they were blocked by a security guard. When talking with the guard, the group clearly respected Andalas's rules, and the guard went upstairs to inform Musliar to come down.

After 20 minutes waiting on the ground floor there came the news that Musliar [was coming down] accompanied by the Assistant REKTOR (Firman Hasan, LL.B). The crowd went outside and waited for them out the front of the building.

Musliar and Firman met with the participants of this action, engaging in a short dialogue, begun by Firman Hasan. He said that this was a campus that had a code of ethics, and it was thus expected that there not be mud-slinging and insults directed at anybody. This was directly answered by one participant from North Siberut. He briefly said that we know this, but Sirs must also be aware that on Siberut there exists the Adat Community which has its moral code, but that Andalas does not value it, and without a by-your-leave has swallowed up our land and delivered heavy machinery. Clearly Andalas is least in possession of morals in this situation.

With this dialogue, one of the group emerged and said that we had not come here to discuss ethics and law, nor had we come here to be lectured about the law and ethics. The Adat Community possesses more ethics and law.

Then the dialogue was discontinued and Musliar began to speak. But before he did so a member of the Siberut Community by the name of Selester Sagurujuw stepped forward and gripped his hand and said that we were, certainly, only a handful of people who had come from Siberut. However we had brought with us more than 100 signatures from the community rejecting HPHA, Sirs. As he spoke he gave over several letters of rejection from the Siberut community in respect of HPHA (letters from the communities of Maileppet, Madobak, Puro and also from North Siberut).

Musliar did not have much to say. He only requested further dialogue with members of the Siberut community and also the Mentawai Youth and Uni. students in order to clarify the status of the problem on Siberut. This is due to take place on the Andalas Campus on Saturday 2 June. The group agreed to this.

And we who had been involved in this action departed and headed for the main Bus stop, where we put up posters and banners that we had brought with us in the vicinity. Then the group departed by bus to the Walhi Offices.

On arrival here there was a discussion about the substance of the upcoming talks on Saturday that would be consistent with the talks held during the protest. Several ideas came up in this discussion as well as some apprehensions. Nevertheless the consensus was that we would turn up with the Siberut community reps, which would be bolstered by some more who would come on Friday, and who would also bring a number of letters of rejection from the community. Also agreed was that when we arrived there we would not engage in dialogue but simply hand over the letters the reason being that we have not been given a mandate to engage in talks with Andalas University HPHA. But we clearly demand that the Andalas Madani Cooperative draft a Letter of Recommendation that the official permit for HPHA be withdrawn, the basis being the letters of refusal from the community.

That is all the developments up to the moment, as a continuation of the incident of the burning of Andalas Uni's HPHA base camp. We will pass on further developments.

In respect of the issuing of the permit for Andalas University's HPHA Andalas Madani Cooperative, in accordance with the Minister of Forestry and Plantation's Resolution No: 105/Kpts-II/2001/ 15 March 2001, an area of 49 650 hectares on the island of Siberut, with this we, the members of the Mentawai Solidarity Action, bring to your attention the following issues:

1. HPHA, owned by the Andalas Madani Cooperative in partnership with PT. Sinar Minang Sejahtera, in the beginning was the Land Grant College program for educational needs, research, and the development of human resources (HR).

2. The issuing process of Andalas University's HPHA Andalas Madani Cooperative's permit by means of the Environmental Impact Assessment has clearly been carried out in a far from transparent way.

3. NGOs have already rejected Andalas's HPHA several times, both though letters , in discussions with the Andalas Madani Cooperative, as well as in the form of a Press Release.

4. The facts indicate that this program has been rejected by the Siberut Community from the time that the Andalas Madani Cooperative went to Siberut to inform them about it. And this refusal was continued with the burning of Andalas' HPHA base camp by the community and the delivery of heavy machinery at Subeleng on Monday 21 May 2001.

5. Alongside of the Community's rejection, NGOs have also several times rejected Andalas's HPHA, both through written correspondence, in discussions with the Andalas Madani Cooperative as well as through a Press release.

Commensurate with the above issues we state our position as follows:

1. That Andalas University in this Andalas Madani Cooperative business which already has the HPHA permit in the bag (Minister of Forestry and Plantation's Resolution 105/kpts-II/2001), to immediately cease all activity on Siberut.

2. That the Andalas Madani Cooperative immediately draft a letter of recommendation for the Minister of Forestry and Plantation of the Republic of Indonesia, that the Minister of Forestry and Plantation's Resolution 105/kpts-II/2001 be overturned.

3. That the government of West Sumatra and the Mentawai Islands, particularly Security sections, give consideration to the background as to why the burning of the base camp occurred in the effort to solve the Subeleng problem, and not seek out scape goats and such like.
